Grants are particularly desirable because they don't need to be paid back, as loans do. However, homeowners should consider a variety of options for financing energy efficiency upgrades, as grants are just one means of funding. Federal Grants. Federal grants most often go to states, tribes and communities, but individuals are eligible for a select number of federal grants. The U. S. Department of Agriculture Rural Energy for America Program provides grants to farmers and small rural businesses to help them install renewable energy systems. See Reference 1) The U. S. Department of Energy and the U. S. Department of Housing and Urban Development offer grants to states, territories, tribes, cities, counties, nonprofits and other agencies, which these entities channel into funding to help consumers build energy efficient homes, as well as for related purposes such as education. See Reference 2)Local and Regional Grants. The U. S. Environmental Protection Agency provides a guide to state energy efficiency incentives. However, many such initiatives provide funding strictly to agencies rather than individuals. Homeowners and small business owners will have a far better chance of finding grants from their city or county. The City of Anaheim, California, for example, has offered $5,0. See Reference 3) The DOE's Database of State Incentives for Renewables and Efficiency, DSIRE, lets people search for funding opportunities in their area. Industry Grants. Some energy companies sponsor grant programs and other funding initiatives for energy upgrades, which benefits the company by serving as a promotional tool. For example, in Illinois, Commonwealth Edison offers rebates for purchases of more energy efficient appliances. See Reference 5) Washington State's Puget Sound Energy will pay for up to 7. The DSIRE website is a resource for locating such initiatives, which vary by location. Alternative Funding Sources. Tax credits and rebates are common forms of funding for energy efficiency buildings or upgrades. Like grants, they essentially give homeowners money, by allowing them to keep money they would have paid in taxes, or by repaying a portion of money paid in taxes. Homeowners should also investigate the possibility of gaining low- interest loans provided by state and local energy efficiency initiatives, or refinancing a current mortgage to include the energy upgrade.
